My MALE neutered cat howls at all hours of the nite. HELP!?

I have two neutered males, one is about 4 and he yowls at night as well. He is healthy and and happy. I think it is because he hears other cats outside. My other male is two and he does not yowl..ever...It could be a personality thing.
